Summary:
If it's a feature, it was a very very very bad idea. If it's a bug, it's an easy to fix, yet a very nasty one.

Description:
Do not force tags to be lowercase. At times, it makes users look illiterate (e. g. German nouns must always start with a capital letter.) At times, it changes the sense of a word (e. g. in Russian лилия is a flower, and Лилия is a girl's name.)

Besides, it breaks compatibility with other LJ-based systems. Russian speaking LJ fugitives at least are all over it.
