Add a "Manage Links" link to the links module

Summary:
The links module should have a "manage links" link at the bottom, like the tags module does, if you are able to edit the links.

Description:
Currently, figuring out where your links list is and how to edit it is not as easy to access as, say, tags. Putting a link at the bottom of the Links module to let you manage them if you have the permissions would be a way to make that page easier to find and edit.

It would be handy if the user displayed the link list in a common column layout, but to a user who heavily customizes their page it could be an issue.

Since you'd be able to hide the link very easily can you explain why it could be an issue? I feel like I'm missing something here.

Personally, if we're going for consistenyl, I'd remove the manage tags link, I've been close to hiding it myself a few times.

We have a very good nav structure, and a good navbar, if where the links list is isn't intuitive for some users, that in itself is a problem indicative the site navigation isn't as good or as well labelled as we think and hope it should be.

I'm not sure, for example, that it should be in 'customise style' at all. It isn't part of the style, it carries over from style to style, it should probably be in Settings. Which is linked from the Navbar.

I don't use the navbar as I don't like it taking up part of my screen. Although I mostly use Manage Tags, I've used that link as well.

I should think crosslink from the style customization area, for the people who remember it being there, and for the fact that it does show up viewable to you and everyone who reads your journal, and things that affect that are historically sorted there.

Actually, what I just said here suggests to me revamping the style stuff more clearly into 'universally applicable journal elements what can be styled', and 'styles to apply to your stuff' and further into 'settings controlled under this style', because it seems a bit of a mix right now.
