Add a "Manage Links" link to the links module

Summary:
The links module should have a "manage links" link at the bottom, like the tags module does, if you are able to edit the links.

Description:
Currently, figuring out where your links list is and how to edit it is not as easy to access as, say, tags. Putting a link at the bottom of the Links module to let you manage them if you have the permissions would be a way to make that page easier to find and edit.

I'm not sure I'd like that, because I have a ton of tags, so one link more hardly stands out below that long list, and it's way down the page too, but I have only only a few links, and displayed further up, and I hardly ever edit them. I can see how it might be convenient for some people, but I'd find it jarring on my journal, so I don't know.

I have conflicting thoughts on this one. I can see how to the average user would find this extremely handy. I, myself, get frustrated digging through style so I can add a single link or two. But, I would also hate to have a link attached to that module in the same way that tags does.

A lot of users, myself included, heavily customize the link list location on their layouts to better integrate it with the theme, or make it easier to access. They'd have to remove that link via css to make their layouts work the same. It would be handy if the user displayed the link list in a common column layout, but to a user who heavily customizes their page it could be an issue.

Perhaps an option for it (a check box), but not a requirement?

Ideally, I wish links like the ability to manage tags or link lists (where applicable) could be in the navigation strip.

I don't even use the links list, but I do wish it were somewhere more accessible than in style. (Maybe in profile?)
