Add extra info to userpic uploaded notification

Correct the terminology and add useful descriptions to the email notification.

Description:
The "so-and-so has uploaded a new userpic" email notification for people in your circle could do with a couple of updates:
1) Change it to say "icon", since I think that's official DW terminology now.
2) Add in the description and comment as text, partly for the benefit of screenreader users getting emails, and partly so if someone uploads a cool new icon, you can see the comment that says "made by exampleuser" and give them appropriate credit without having to go to the allpics page.

Not only "should be implemented as-is" but "should be implemented asap!"

On point 1)

I know that many people often say 'icon', but given the religious connotations of the word 'icon' and it's meaning I'd rather Dreamwidth stick with the more neutral and, I believe, more descriptive term 'userpic'.
