The reason is that there are two competing conventions out there: One (possibly originating from MS Outlook? not sure) is that Enter is new line and Ctrl-enter is "post this". The other (used on Facebook, probably didn't originate there) is that Enter posts something and Ctrl-enter is new line.
Imposing one of these idioms without the option to turn it off would probably annoy a lot of people who are used to the other.
Or, am I underestimating users?

Make sure the site always keeps the taskflow of tab taking you to submit and we're good, IIRC LJ has managed to break the taskflow with extra features several times.

I don't have any absolute specific reasons for being cautious about a *worldwide* hotkey combo, but there is something in the back of my brain that is itchy, concerned that there's an OS, a browser, a popular browser extension, an accessibility application, a human language, etc. that this new feature would collide with.
