Description:
On http://www.dreamwidth.org/manage/settings/?cat=notifications, if you have a lot of subscriptions, it's a long way to scroll to the bottom if you've made a change near the top.

I'd suggest adding a "Save" button above "Notification Tracking" (below "People and Communities"), as well as the one at the bottom. If people preferred, it could go right at the top, but I think immediately above "Notification Tracking" would be most useful, as that is where people are most likely to make lots of changes.

So it doesn't look silly for people who only have a few notifications, it should only appear if you have at least 10 subscriptions in the "Notification Tracking" section.

To offer consistency, I would say have it at both ends regardless, even if it does look silly.

I think it'd be best if the colored bar with the Save button is just duplicated at both the top and the bottom of every tab in the settings area. Since there's text in the top bar right now, either move that to the right and put the save button there, or move both save buttons to the right, or...something else. :)

You could also maybe put it on two lines in the top bar. For the Notifications tab, it would be :
