Allow users to reply to screened comments without unscreening them.
Description:
This has been requested and mentioned in a lot of places, but I couldn't find it in Bugzilla.
Basically, change the default behaviour so that replying to a screened comment does not automatically unscreen it. You can then choose to unscreen it as well if you want. The person you're replying to should be able to see and/or get a notification of your reply.

Also, it's not clear whether you're proposing that the reply post screened as well, or if it should post clear. I think we should probably have it "if you're leaving the comment to which you reply screened, your reply is screened. If you're unscreening the comment to which you replied, your reply is public."

One reason I screen comments is to let people leave contact information, or say "yes, please, me" if I'm organising something or have something to give away. It would be nice to be able to say "got your message" without making the person's contact info visible.
