Oh yes!
When most people want to add a header image, they're not really thinking of putting an image in the header, but an image above the header. Weird, but yeah. One of the most common questions I get asked when dealing with layouts.

Er, do we want to add a banner option, or do we want to change so that our headers default to being banners, and just change the setup for the themes that already use headers as background for journal titles?

Imo, it should be separate options.

I don't know how it looks currently - is there an example of a journal with it the way it is currently? Banners above is more what I'm used to....

Or they could add an option to shift the text below any image people link to, to have both in the header. Or, of course, have a banner above the header box too.

I don't use images, so didn't realize this was a problem, but can see where it would be frustrating for a lot of people.

So, yeah, I vote for increased flexibility in that area, though I don't know if that counts for 'as is' or 'with changes'.
