When most people want to add a header image, they're not really thinking of putting an image in the header, but an image above the header. Weird, but yeah. One of the most common questions I get asked when dealing with layouts.

I don't use images, so didn't realize this was a problem, but can see where it would be frustrating for a lot of people.
So, yeah, I vote for increased flexibility in that area, though I don't know if that counts for 'as is' or 'with changes'.
