A note makes it another form of contact, so either users that the destination user has banned will need to either not be able to transfer them points, or will need to not be able to set a note.

This, but I'd also like the note. And honestly, I think "not able to transfer points" is the answer - otherwise, frequent non-anonymous non-noted transfers of points could become a way for someone to try to guilt someone else into letting them back into their journal / harrass them. I mean, what do you do if your ex-best-friend (or your ex-girlfriend, who is now her girlfriend, or....) is sending you a micro-tip every day? I think that would be kind of hinting/pestering in its own right, even without a note.

Ugh, I see exactly what you mean. Or transferring an insulting/suggestive/threatening number of points. $6.90 is cheap for the message if someone were a jerkass who got banned for good reason.
