Allow members to subscribe to all comments in a community

Summary:
Allow members of a community to track all comments in that community, as admins currently can, provided the community or user is a paid account.

Description:
The feature to allow a moderator to subscribe to all comments in a community, regardless of which entry they're on, is really useful.

Could we extend this to community members as well as moderators, provided either the user or the community is paid? There shouldn't be any privacy concerns, as it's already possible to do this by tracking every entry, so it's just a question of server load.

I've wanted this for years. Could be a nice paid user feature.

I had an idea I was going to submit about just plain making updated threads more discoverable. This sounds like a good thing too, though, and making it paid-only makes perfect sense. The people who are that involved in a comm are also the most likely to pay for DW already, and the feature would generate so many notifications that there would need to be money to justify it.
