Summary:
Change comment subject warning from "HTML isn't allowed here" to "HTML doesn't work here".

Description:
The comment subject has a little warning that appears the instant you type '<' (but not the instant you type '&lt;', it turns out), telling you that HTML isn't allowed here.

"Isn't allowed" makes me think that there is validation logic that will either strip it or hold the comment without posting until I fix it.

"Doesn't work" tells me that the site will allow me to type anything my fool head can think up, it just won't do anything with it.

To a non-technical user, "doesn't work" might also be more friendly.
