Allow different crosspost footers for when comments are enabled and disabled.

Title:
Allow different crosspost footers for when comments are enabled and disabled.

Area:
Crossposting

Summary:
We should be able to set up two different footers for crossposted entries, which are selected according to whether comments are allowed.

Description:
At present, one footer can be set up which is appended to crossposted entries. The user can select whether this should be used all the time, or only when comments are disabled.

My suggestion is that it should be possible to set up two different footers, one of which is used all the time and one of which is used when comments are disabled.

Why is this needed?
At present, my footer includes a link that LJ users can click on to comment. But, if I disable comments on a post, that link is still there. This causes confused LJ users.
