Summary:
With the poll creator and/or community administrator's permission, allow subscriptions to other people's votes in polls.
Description:
With the specific or blanket permission of the journal owner/poll creator/community administrators (and discussion on how the process of granting/revoking permission should go is very welcome, because it's a bit fuzzy in my mind) users should be able to subscribe to poll votes on any permitted poll, and get notifications about votes, customized to their particular level of permission to see the votes in that poll.
Polls where the subscribing user can see answers should give the username of the person voting and a link to the poll similar to what the owner gets (plus a quick unsubscribe link in case it becomes too high-volume).
Polls where the identities of the voters are not viewable to the subscribing user, the notification should merely say that there was a new or changed vote in the poll, with a link (and an unsubscribe link).
Since in some cases the "can view" is dependent on access, permission would have to be checked every time.
