Not only is it possible, it already works. If you set a journal-wide minimum security level before import, then import, all your imported entries that are of a less restrictive security level will be imported at the more restrictive minsecurity.

In other words, if you've set your journal minsecurity to private, and then import entries from elsewhere, those entries will be imported as private entries even if they were public on the remote site.
