Make the names of post security levels consistent

Summary:
The posting page and the settings page use different wording for the levels of post security. Make them consistent.

Description:
On the posting page, the three levels of post security are:
- Everyone (Public)
- Access List
- Just Me (Private)

On the settings page, in the dropdown for "Default Entry Security", the three levels are:
- everyone (public)
- access locked
- just me (private)

I suggest that the names of these security levels should be made consistent in wording and capitalisation.

I also suggest that if this sort of nitpicking is the worst thing that is wrong, then the dev team should award themselves some cake :-P
