We did it that way because Mark and I felt it would be more useful -- we thought it might be hard to pick out the people who truly needed paid time (free/expiring very soon; we do "expiring in the next month" while LJ does "expiring in the next six months" which is less useful I've found) and it might come across as too unpleasantly pushy/in-your-faceish.
We're totally open to changing it if people would find it more useful to do the other way, but I think in this case it's different enough from the existing suggestion that it should go through as a suggestion of its own!
