They're going to find out when they hit post anyway. I think showing them when the form opens - maybe by just showing it in place of the form - makes more sense. Either way they find out. At least this way they have not typed a ton of words and hit post on them before they find out. The aggravation of going through that seems more likely to spark an escalation than a quiet notification.
