Oh good question. I'm not sure I know the different between the two. To me both are inside the window you're looking at. If you go to the default Gmail interface and click on Compose is it a pop-up or a lightbox?

All things aside, if pop-ups are better for all users then that's what matters. Would it possible to have a 'post' button inside a pop-up for example?
