Customize Theme page --> on the left side it lists: Display, Presentation, Colors, Fonts, Images, Modules, Text, Links, Custom CSS.
Click on Presentation --> there several options now listed in the 2 areas of Basic Options and Additional Options. The option to set the default display of icons by either upload order or keyword (alphabetized) order is the 9th one down in the Additional Options. Simply click and save.

On the icon display page, it says: These are the current icons for (user name). Would you like to upload a new icon or edit your icons keywords, comments, and descriptions? Just below that, "Upload Order | Keyword Order". Simply click on which option you wish to view at the moment.

As for a new browser window, simply right click the icon link and click on "Open in a new window".
