Allow "Use the time when entry is posted" to be set as default when posting entries.
Description:
It is clear from reading "Get rid of restrictions on future-dated posts" [http://dw-suggestions.dreamwidth.org/1387122.html] that there are many users who are passionate about posts being timestamped when the Create Entries page was first opened, not when composition was complete. However, there are others of us who are just as passionate that entries should be timestamped at the moment of posting, *not* at the moment (days, hours, or even just minutes ago) that we started writing the post, unless we explicitly choose otherwise.
Therefore, I would like it to be possible to set "Use the time when entry is posted" as default, or if this is not possible, then at least for the Create Entries page to remember the previous setting.
