When I'm hitting the button to track an entry and it brings up the tracking page, I wouldn't want a huge box of tags taking up too much space - it's usually helpful that the tag tracking is just one line. So while I'm in favour of making it a multi-select, I'd want it to be a small one, just a few lines, so I don't have to scroll past too much to get to the options below.
