Revamp http://www.dreamwidth.org/customize/advanced/layers so that layers are shown in a hierarchical tree with proper indentation and spacing.

Description:
The way the page is currently designed, I find it quite difficult to spot parent layers vs child layers because there is no indentation and the combination of table lines with no padding/spacing makes everything blur together. Colors might be useful as well.

ETA: per turlough's suggestion: bold the current active layer(s) as on the styles page.
